To West County Property Owners:
You may have received a mailer for the "Proposed 2012 Community clean 
  Water Initiative and Public Hearing Notice."
The Board of Supes will hold a public hearing at their regular weekly meeting on Tuesday Feb. 7, 2012 at 10AM, 651 Pine St., 1st Floor Supervisor Chambers, Martinez.
As the mailer says: "this notice is the first step in the voting and approval 
  process for the proposed Clean
  Water fee."
Ask the mailer states: 
  "If a majority of property owners do not submit written 
  protests by the close of the public hearing (2/7/12), the
  Clean Water Program may proceed with the second step of the proposed 2012 Community 
  Clean Water Initiative approval
  process, which is a property owner ballot proceeding. If this balloting ocurs, 
  property owners will have the opportunity to vote 
  by mail on the proposed Clean Water fee. Please watch your mail for more information 
  about the 2012 Community Clean Water
  initiative."

Evidently, this is a way we will have to pay to meet Federal mandates under
