San Pablo resident and attorney Mister Phillips announced his candidacy for Contra Costa County supervisor in District 1 via his new web site, http://www.misterphillips.com/supervisor.html

“Is West County, our community, better off than it was in 1998, 2002, or 2006? No? Well, let’s try something new in 2010,” Phillips writes on his web page.

He is a novice to political office but his online resume includes some impressive stats: Fourth generation resident of West County; congressional intern; Americorps alumnus; Juris Doctor from U.C. Hastings College of the Law; Esther Peterson Public Interest Fellow; U.S. Navy Reserve Lieutenant; community mediator and civil rights attorney.

Phillips is 30 years old and he is registered as a decline to state voter. It is a nonpartisan seat but this is, nonetheless, a heavily Democratic district.

Incumbent District 1 Supervisor John Gioia has not had a challenger since he initially ran against then-Supervisor Jim Rogers in 1998. Gioia has been re-elected twice — 2002 and 2006 — with no opposition.

“I welcome anyone into the race,” Gioia told me a week ago. “I am willing to put my record on the line. I achieve results.”
