A look at my 2025 legislative package — and how it helps build a better California
Families across California are feeling the strain of rising costs, economic uncertainty, and a housing crisis that's pushed stability out of reach for too many. At a time when it feels like the ground is shifting beneath us, we need bold, pragmatic solutions that make life more affordable, create opportunity, and give people a sense of security in their future.
That's what my 2025 legislative package is all about and I'm proud to share that many of these bills advanced out of ttheir first policy committees this week. Every bill in the package continues to move forward in the legislative process a strong start to thee year.
From cutting red tape to getting housing built faster, to protecting kids online, strengthening our safety net, and creating pathways to fairness for workers these bills are grounded in the everryday needs of Californians and designed to make government work better for the people it serves.
Here's a look at what I'm fighting for this year:
Housing, Affordability & Homelessness
We can't solve California's housing
crisis without building more and building smarter. These bills make it
easier to buuild affordable housing, hold public agencies accountable, and provide
critical support for Californians experiencing homelessness:
AB 609: Exempts environmentally friendly infill housing from CEQA delays
so homes get built faster.<
AB 712: Increases consequences for public agencies that violate state housing
laws.
AB 736: Places a $10B Affordable Housing Bond on the 2026 ballot to fund homes
for families and people experiencing homelessness.
AB 804: Seeks federal authority to fund housing services with Medi-Cal.
AB 1244: Lets developers offset vehicle miles traveled (VMT) impacts by funding
affordable housing.
Local Development & Land Use Reform
These bills make local housing efforts
more effective by reducing permitting delays and supporting the workforce:
AB 671: Creates a self-certification framework to speed up the time for building
restaurants without compromising safety.
AB 1021: Helps schools build workforce housing on their own land.
AB 698: Provides transparency about how new property transfer taxes could affect
housing production.
Digital Safety, Transparency & Protections for Kids
California continues to lead in creating
safer digital experiences especially for kids and families.
AB 1043: Establishes a strong, privacy-focused age assurance standard for online
platforms, giving parents peace of mind and businesses clear guidance.
AB 853: Helps Californians identify when digital content has been artificially
generated or altered giving people the tools to spot misinformation and
protect democracy.
Clean Energy & Climate Resilience
California can lead on climate while
creating economic opportunity.
AB 1156: Helps farmers turn fallowed land into clean energy assets by supporting
solar development on constrained agricultural property.
Innovation & Economic Growth
AB 940: Positions California as a global leader in quantum computing by creating Quantum Innovation Zones.
Public Benefits & the Safety Net
AB 593: Builds on my past work to improve access to CalFresh by clarifying data privacy protections across state agencies.
Worker Rights
AB 1340: Empowers more than half a million rideshare drivers to unionize, negotiate better wages, and protect their rights on the job.
These bills reflect what I hear every day from constituents across Assembly District 14: a desire for practical solutions, real accountability, and a government that works for you. As they continue moving through the Legislature, I'll keep you posted on their progress.
These are challenging times, but I believe in California and in what we can accomplish when we lead with clarity, compaassion, and courage. I'm committed to doing the hard, unglamorous work of governance, because Californians deserve a state that shows up, solves problems, and puts people first.
